- ➤ At a preliminary hearing this week — Judge Timothy Phillips bound Lincoln man Timothy Washington over to district court on 10 felony counts for a February crime spree that involved fatally shooting Philmoon Kuku, stabbing a friend, and stealing a car — after his attorney argued that mental health or substance use issues may have affected his intent.
